Strategic Energy Management
SoCalREN is now accepting enrollments for the 2025 SoCalREN SEM Cohort! SoCalREN’s Strategic Energy Management (SEM) Programs helps schools and water/wastewater agencies reduce energy consumption and improve operational efficiency through no-cost, expert support, and access to cash incentives.
The program offers hands-on guidance to track energy use, engage stakeholders, define sustainability goals, and reinvest energy savings for long-term impact. Participants benefit from peer-to-peer learning by collaborating with regional peers in regular workshops to exchange insights and share best practices. SEM goes beyond equipment upgrades by providing agencies with the tools and strategies to deliver long-term, sustained savings.

SEM Eligibility
Interested in starting an energy efficiency project with SoCalREN? SEM services are available for schools, colleges, and water and wastewater agencies on a first-come, first-served basis. Schools and colleges must be located in underserved communities to participate. This opportunity is available for a limited time to qualifying agencies—contact your SoCalREN Project Manager to take advantage of expert, no-cost energy efficiency assistance.

Energy Resiliency Action Plan (ERAP)
SoCalREN’s Energy Resiliency Action Plan (ERAP) program strengthens community resilience by helping public agencies and communities identify key energy solutions to mitigate climate impacts. Our tailored resilience plans outline strategies to enhance infrastructure to support the development of resilience centers and build a more resilient energy future for all.
The Energy Resiliency Action Plan (ERAP) program:
✓ Provides a comprehensive roadmap for near-term to long-term energy resilience strategies.
✓ Leverages technical analysis to develop recommendations for capital projects that will strengthen the energy resilience of each community.
✓ Empowers agencies to be energy resilience leaders through data-driven decision-making and engagement with community stakeholders to inform planning decisions.
ERAP Services
- A fully customized Resilience Hub Opportunity Analysis (RHOA) report ranks facilities by resilience potential using an array of social, health, and environmental vulnerability demographics.
- An interactive outreach toolkit helps engage and obtain feedback from community members via surveys.
- On-site audits identify energy efficiency and distributed energy resource measures to support the development of resilience hubs and critical facilities.
- An ERAP report that serves as a roadmap for implementing energy resilience strategies. It includes a collection of resilience resources and current funding opportunities to support long-term planning.

Eligibility
In 2025, ERAP is expanding beyond Los Angeles County, and public agencies located in SoCalREN’s territory that are served by SCE are invited to take advantage of this opportunity.
